Terms of Reference

Videographer to undertake video documentary of a Project

Introduction

Section 35 (6) of 1992 Constitution posits Ghana’s democracy as hinging on the popular participation of citizens “… in decision-making at every level in national life and in government”. Article 240 (2) of the Constitution also mandates local government authorities to provide avenues for citizen participation (or engagement) as a means of fostering accountability.

The detail expression of these constitutional provisions is captured in the Local Government Act 2016 (Act 936). In spite of this legislation, the local governance system is faced with issues of limited participation, both in terms of sheer numbers and the depth of engagement.

As a response to the issue of limited citizen participation in local government, the Ghana Anti-Corruption Coalition (GACC)in collaboration with the UNICEF is currently implementing a project titled ‘Building the Capacity of Women and Youth as Pivots for Citizen Budget Advocacy and Execution in Local Government’.

The overall goal of the project is to build the capacity of citizen groups, particularly women and youth, to undertake budget advocacy and actively participate in local government. The project implementation the period is December 2019 to October 2020.

The intervention seeks to build the capacity of citizen groups, known as Local Accountability Networks (LANets) led by women and youth and adolescent groups in 5 selected districts on budget presentation, budget advocacy, budget analysis, and budget tracking. The intervention is aimed at increasing local governance participation.

The5 selected districts for this intervention are Ada West, Ga South, Gushiegu, Asante Akim North and Nsawam-Adoagyiri within the Greater Accra, Northern, Ashanti and Eastern regions.

GACC Recruitment Objectives/Purpose

As part of the project implementation, GACC is seeking to engage the services of a Videographer to film activities to be implemented under the above Project and compile the activity videos for a documentary.

The overall objective of this consultancy is to produce a video with high resolution that can be used in various communication platforms. The assignment will involve travelling to remote aforementioned locations.

We are recruiting to fill the position below:

Job Title: Project Coordinator

Job Purpose

The successful applicant shall coordinate projects in a timely, effective and efficient manner; and report directly to the Head of Programmes.

Summary of Roles

• Lead project implementation, and ensure timely completion and reporting on project deliverables
• Create a project management calendar for fulfilling each goal and objective.
• Coordinate the activities of members of the project implementation team, including external members
• Ensure projects adhere to frameworks and all documentation is maintained appropriately for the project
• Assess project risks and provide solutions, where applicable
• Ensure project deadlines are met


• Provide information and regular support to stakeholders
• Be the point of contact for various working groups and ensure resources and equipment are always available
• Take responsibility for activity reports, donor reports and any other essential project documentation
• Engage fully as a member of GACC staff team, including participating in staff meetings and other GACC events and providing the necessary support to other team members as needed.

Qualifications

• A bachelor’s degree is required. A master’s degree will be an advantage
• At least a minimum of three (3) years experience in a related field (essential)
• Experience in a non-governmental organization or related institution(desirable)
• Experience in governance or anti-corruption projects (desirable)
• Ability to work effectively both independently and as part of a team(essential)
• Flexible and able to multi-task on several different aspects of a project or on multiple projects (essential)


• Ability to produce quality work with tight deadlines (essential)
• Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, etc.) (essential)
• Excellent writing and presentation skills (essential)
• Persuasive and interpersonal skills (essential)
• High level of integrity and ethics (essential)
