I did GRE last year. When I first discovered GRE, I was astonished by the key role that almost every university gives to standardized tests like this one in the admission process. There isn’t a definition of top scores in GRE. My score was a top score in my opinion, but for a lot of people it would be a very bad score (I got 164Q 162V). If English is your native language, you should aim for the top (168–170) in the verbal section, to consider your score a top score, in my opinion. For an Italian person like me, 162 in the verbal section is a very good score. It’s very very personal.
An objective measure of top scores is the percentile. It’s a measure of how many students on average do worse than you. It’s obvious that if you get the 99th percentile in every section you have definitely got a top score.
Coming back to your question: which benefits do top scores have? The main benefit is that a top scores allows you to be taken into account for admission into some universities that require a very high GRE.
Obiouvsly they also look at your previous grades and some other stuff; but, if you don’t have the required GRE, you’re off the list, surely. The main benefit of top scorers is that they are taken into account for admission everywhere. This does not mean they’ll be admitted, but hey – better than nothing!

In addition, GRE scores are recorded online by ETS which leave them public on the net for universities which look for future students: so, if you have done a great job on your GRE, you might be offered a scholarship!
